LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 9, 2003

TO:
Honorable Robert Talton, Chair, House Committee on Urban Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1895 by Ellis, Rodney (Relating to the duration of a lease for municipal civic center property. ), Committee Report 2nd House, As Amended

No fiscal implication to the State is anticipated.

The bill would address the duration of a lease for municipal civic center property in a municipality with a population of 1 million or more. The bill would take effect immediately if it receives a two-thirds vote in each house; otherwise, it would take effect September 1, 2003.

Under current statute, the size of municipality to which the term of certain leases applies is one with a population of 1.5 million or more, and therefore applied only to the City of Houston. By lowering the population limit, the statute would also apply to the cities of Dallas and San Antonio.

Local Government Impact

No significant fiscal implication to units of local government is anticipated.
