LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

May 21, 2003

TO:
Honorable Kenneth Armbrister, Chair, Senate Committee on Natural Resources

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1945 by Armbrister (Relating to the administration of grants under the new technology research and development program.), As Introduced

No significant fiscal implication to the State is anticipated.

The bill would provide that the Council on Environmental Technology is exempt from the limit on the amount that can be used for administration of the new technology research and development program (currently $250,000) for fee amounts charged to grant recipients for administrative costs.

Since current law does not provide for administrative fees, there would be no fiscal impact unless other Legislation would pass providing for the imposition of such fees. If such fees were authorized, the fiscal impact would depend on the amount of grant funds awarded by the council and the percentage of the grant amount that would be charged as an administrative fee.

Local Government Impact

No fiscal implication to units of local government is anticipated.
