TO: | Honorable Teel Bivins, Chair, Senate Committee on Finance |
FROM: | John Keel, Director, Legislative Budget Board |
IN RE: | SJR11 by Janek (Proposing a constitutional amendment to require a two-thirds vote of the membership of each house of the legislature to enact certain tax bills.), As Introduced |
The cost to the state for publication of the resolution is $85,275.
Currently, a general law can be enacted without a two-thirds vote of either house of the legislature. The proposed amendment would require a two-thirds vote of both houses for passage of certain bills affecting taxes. In and of itself, the proposed amendment would have no fiscal impact on the state.
The proposed amendment would be submitted to the voters at an election to be held November 4, 2003.
