LEGISLATIVE BUDGET BOARD
Austin, Texas

FISCAL NOTE, 78TH LEGISLATIVE REGULAR SESSION

March 24, 2003

TO:
Honorable John Whitmire, Chair, Senate Committee on Criminal Justice

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SJR28 by Ellis, Rodney (Proposing a constitutional amendment authorizing the governor to grant one or more reprieves in a capital case.), As Introduced

No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $85,275.  If voters in the November 4th election approve the constitutional amendment, there could be a potential for additional revenue to the state if the Governor remits fines and forfeitures, however that revenue cannot be determined.

Local Government Impact

No fiscal implication to units of local government is anticipated.
