No fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $85,275.


This resolution seeks a constitutional amendment to change the state’s responsibility in funding public education.  The amendment would strike language requiring the legislature make suitable provision for the support and maintenance of an efficient system of public free schools.  In its place, the amendment would require the legislature to provide for the cost of classroom teacher salaries and statewide benefits, and to provide assistance as determined by the legislature to certain districts for school facility maintenance and construction.

The amendment would also repeal a provision (Article VII, Section 3(b)) that exempts districts from holding tax authorization elections when they consolidate or otherwise change boundaries.

The provision relating to tax authorization elections does not have a fiscal impact to the state.

The provision amending the state's obligation for the support of public education requires enabling legislation if it intends to change current practice.

For the reasons cited above, the resolution does not have a fiscal implication to school districts.
