No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $85,275.


The bill would amend Article III of the Texas Constitution to state that the Governor may authorize the Legislature to hold its sessions by telecommunications so that the members are not required to assemble in one place to conduct business in the event of an enemy attack or threat of enemy attack.

 

This proposed constitutional amendment shall be submitted to the voters at an election to be held November 4, 2003.
