No significant fiscal implication to the State is anticipated, other than the cost of publication.

The cost to the state for publication of the resolution is $85,275.

The resolution would propose a constitutional amendment to authorize a governmental entity to sell real property acquired through eminent domain at the price the entity paid at the time of acquisition if the public use for which the property was required no longer exists and the sale is made to the person who owned the real property immediately before the governmental entity acquired the property interest, or to the heirs of that person if the person is deceased.

The proposed amendment would be submitted to voters during the election to be held November 4, 2003.
