HB246 by Allen (Relating to the death of or injury to an unborn child; providing penalties.), Committee Report 1st House, Substituted

The provision of the bill that is the subject of this analysis would amend the Penal Code by providing that an individual includes an unborn child at every state of gestation from fertilization until birth for the purpose of imposing criminal penalties on persons who cause death or injury to an unborn child, with certain exceptions.  It is estimated that implementation of the bill would not have a significant impact on the programs and workload of state corrections agencies or on the demand for resources and services of those agencies.
