LEGISLATIVE BUDGET BOARD
Austin, Texas

CRIMINAL JUSTICE IMPACT STATEMENT

78TH LEGISLATIVE REGULAR SESSION

March 23, 2003

TO:
Honorable Joe Driver, Chair, House Committee on Law Enforcement

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB1661 by Haggerty (Relating to the carrying of certain weapons by a person who holds a security officer commission issued by the Texas Commission on Private Security.), As Introduced

The bill would amend the Penal Code by providing exceptions to the prosecution of individuals for the offense of prohibited weapons.  The bill would also amend the Penal Code by clarifying conditions for which the offense of unlawful carrying weapons would apply.  Providing exceptions to the prosecution of individuals for offenses would result in fewer prosecutions and would not result in additional fiscal implications to the State.
