LEGISLATIVE BUDGET BOARD
Austin, Texas

CRIMINAL JUSTICE IMPACT STATEMENT

78TH LEGISLATIVE REGULAR SESSION

March 28, 2003

TO:
Honorable Joe Driver, Chair, House Committee on Law Enforcement

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2086 by Talton (Relating to the possession or shooting of a handgun on the land of the Lower Colorado River Authority by a person licensed to carry a concealed handgun.), As Introduced

The bill would amend the Parks and Wildlife Code by providing that no state agency, including the Lower Colorado River Authority and the Department of Public Safety, may prohibit a person who is licensed to carry a concealed firearm from carrying or discharging the firearm on LCRA property.
Providing exceptions to the prosecution of individuals for offenses would result in fewer prosecutions and would not result in a significant impact on the programs and workload of state corrections agencies or on the demand for resources and services of those agencies .
