LEGISLATIVE BUDGET BOARD
Austin, Texas

CRIMINAL JUSTICE IMPACT STATEMENT

78TH LEGISLATIVE REGULAR SESSION

April 17, 2003

TO:
Honorable Ray Allen, Chair, House Committee on Corrections

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB2896 by Allen (Relating to the release of certain persons from the Texas Departrment of Criminal Justice on parole or mandatory supervision and to the supervision of those persons.), Committee Report 1st House, Substituted

The provision of the bill that is the subject of this analysis would amend the Government Code by defining conditions for which the Parole Division may recommend that a parole panel grant a releasee early termination of supervision.  A potential decrease in the parole supervision population would depend on the extent to which early termination of parole supervision is utilized.

No significant impact on the programs and workload of state corrections agencies or on the demand for resources and services of those agencies is anticipated from any provisions of this bill that authorize or require a change in the sanctions applicable to adults convicted of felony crimes.
