LEGISLATIVE BUDGET BOARD
Austin, Texas

ACTUARIAL IMPACT STATEMENT

78TH LEGISLATIVE REGULAR SESSION

April 4, 2003

TO:
Honorable Allan Ritter, Chair, House Committee on Pensions & Investments

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
HB3237 by Smith, Todd (Relating to return-to-work provisions for retirees of the Teachers Retirement System of Texas.), As Introduced

HB3237 restricts the total time worked to one-half time for a given month, the same maximum allowed in current law, and clarifies that a combination of both substitute work and part-time work can qualify, so long as it does not exceed one-half time in that month. For disability retirees, one-half time employment may not exceed 90 days in the school year. The bill, if enacted, will have no significant actuarial effect because it does not propose to change the funding or obligations of any public retirement system.
