HJR8 by Merritt (Proposing a constitutional amendment relating to establishing the Texas Great Teachers & Facilities Fund as a sequestered fund, funded by dedicated sales tax revenue, and providing for mandatory ad valorem property tax relief.), As Introduced

The constitutional amendment would establish a new public school funding system.  The enabling legislation for this new public school funding system, House Bill 3382, would repeal provisions of the Texas Education Code that currently govern the equalization of school funding.  Without these provisions, the current measures used to assess equity, "percent of revenue in the equalized system" and "percent of students falling within the equalized system",  would no longer apply.
