TO:
Honorable Bill Ratliff, Chair, Senate Committee on State Affairs

FROM:
John Keel, Director, Legislative Budget Board

IN RE:
SB1547 by Janek (Relating to group health and related benefits provided by populous counties.), As Introduced

SB1547 amends Section 157.001 of the Local Government Code to apply only to counties with a population of less than 3.2 million. The proposal also amends Chapter 157 of the Local Government Code, providing that a commissioners court by rule may provide for group health and related insurance benefits, and lays out administrative policies, participation rules, and contribution standards. The bill, if enacted, will not have an actuarial effect because it does not propose to change the funding or obligations of any public retirement system.
