         Pursuant to a notice posted on May 14, 2003, the House Committee  
         on Agriculture & Livestock met in a public hearing and was  
         called to order by the chair, Representative Hardcastle, at 8:05  
         a.m. 
          
         The roll was answered as follows:

                   Jones, Delwin; Laney; Swinford (6). 
          
         Absent:   Representative Miller (1). 
          
         A quorum was present. 
          
         SB1828 
          
         The chair laid out SB1828. 
          
         (Representative Miller now present.) 
          
         Representative Hardcastle offered a complete committee  
         substitute.  
          
         The chair recognized Representative Swinford to explain the  
         measure.  
          
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative Swinford to close on the  
         measure.  
          
         The committee substitute was withdrawn without objection. 
          
         The bill was left pending without objection.  
          
         SB970 
          
         Pursuant to the suspension of the 5-day posting rule made by the  
         chair on May 19th on the House floor, the chair laid out SB970. 
          
         The chair recognized Representative Puente to explain the  
         measure.  
         Testimony was taken.  (See attached witness list.) 
          
         The chair recognized Representative Puente to close on the  
         measure.  
          
         Representative Burnam moved that SB970, without amendments, be  
  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Hardcastle; Brown, Betty;  
                             Burnam; Jones, Delwin; Laney (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         HR1079 
          
         The chair laid out and explained HR1079. 
          
         Representative Betty Brown offered an amendment to the measure.  
          
         The amendment was adopted without objection. 
          
         Representative Laney moved that HR1079, as amended, be reported  
         favorably to the full house with the recommendation that it do  
         pass and be printed and be sent to the Committee on Local and  
         Consent Calendars. The motion prevailed by the following record  
         vote:
