         Pursuant to a notice posted on February 6, 2003, the House  
         Committee on Appropriations, Subcommittee on Criminal Justice,  
         met in a public hearing and was called to order by the chair,  
         Representative Turner, at 8:02 a.m. 
          
         Present:  Representatives Turner; Berman; Ellis; Stick (4). 
          
         Absent:   Representative Kolkhorst (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.)

         (Representative Turner in chair.) 
          
         At 10:59 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 2:00 p.m., February 11, 2003. 
          
         The committee reconvened at 2:05 p.m. and was called to order by  
         the chair, Representative Turner. The roll was answered as  
         follows:

         A quorum was present.
