         Pursuant to a notice posted on February 6, 2003, the House  
         Committee on Appropriations, Subcommittee on Regulatory, met in  
         a public hearing and was called to order by the chair,  
         Representative Hope, at 8:13 a.m. 
          
         Present:  Representatives Hope; Brown, Betty; Jones, Elizabeth;  
                   Raymond (4). 
          
         Absent:   Representative Solis (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 9:45 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 30 minutes after the Adjournment  
         of the House. 
          
         The committee reconvened at 1:45 p.m. and was called to order by  
         the chair, Representative Hope. The roll was answered as  
         follows: 
          
         Present:  Representatives Hope; Jones, Elizabeth; Solis (3). 
          
         Absent:   Representatives Brown, Betty; Raymond (2). 
          
         A quorum was present.
