         Pursuant to a notice posted on February 6, 2003, the House  
         Committee on Appropriations, Subcommittee on Education, met in a  
         public hearing and was called to order by the chair,  
         Representative Pitts, at 8:05 a.m. 
          
         Present:  Representatives Pitts; Brown, Fred; Deshotel; Menendez  
                   (4). 
          
         Absent:   Representatives Branch; Gutierrez (2). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Gutierrez now present.) 
                         
         (Representative Branch now present.) 
          
         At 10:45 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until the Adjournment of the House.   
          
         The committee reconvened at 1:45 p.m. and was called to order by  
         the chair, Representative Pitts. The roll was answered as  
         follows: 
          
         Present:  Representatives Pitts; Branch; Brown, Fred; Gutierrez;  
                   (4). 
          
         Absent:   Representatives Menendez; Deshotel (2). 
          
         A quorum was present.
