Committee on Appropriations met in a public hearing and was
called to order by the chair, Representative Heflin, at 8:09
a.m.

At 9:59 a.m., on the motion of the chair and without objection,
the meeting was recessed until one hour after the adjournment of
the House, March 6, 2003.
The committee reconvened at 12:50 p.m. and was called to order

The chair recognized Representative Crownover to lay out the
recommendations.

Representative Crownover moved the adoption of the building
blocks as amended and Method of Finance as defined and
recommended by the subcommittee and directed LBB staff to
integrate the building blocks and the Method of Finance into the
bill pattern. Representative Crownover further moved to adopt
the changes to performance measures, FTE levels for fiscal years
2004-2005, and exempt salary levels in the report or as listed
in the draft LBE. Without objection, the motion was adopted.
Historical Commission
The chair recognized Representative Pickett to lay out the
recommendations.

Representative Pickett moved the adoption of the building blocks
as amended and Method of Finance as recommended by the
subcommittee and directed LBB staff to integrate the building
blocks and the Method of Finance into the bill pattern.
Representative Pickett further moved to adopt the changes to
performance measures, FTE levels for fiscal years 2004-2005,
exempt salary levels as indicated in the report or in the draft
LBE and riders as laid out. Without objection, the motion was
adopted.
Secretary of State
The chair recognized Representative Hamric to lay out the
recommendations.
Representative Hamric moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Hamric
further moved to adopt the performance measures at the 2002
level as laid out by the subcommittee, FTE levels for fiscal
years 2004-2005, exempt salary levels as indicated in the report
or in the draft LBE and riders as laid out and amended. Without
objection, the motion was adopted.
Bond Review Board
The chair recognized Representative McClendon to lay out the
recommendations.
Representative McClendon moved the adoption of the building
blocks and Method of Finance as recommended by the subcommittee
and directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative
McClendon further moved to adopt the performance measures at the
2003 level, FTE levels for fiscal years 2004-2005, exempt salary
levels as indicated in the report or in the draft LBE and the
rider as laid out by the subcommittee. Without objection, the
motion was adopted.

The chair recognized Representative Hamric to lay out the
recommendations.
Representative Hamric moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and

Method of Finance into the bill pattern. Representative Hamric
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, and exempt salary levels as
listed in the report and as indicated on the draft LBE. Without
objection, the motion was adopted.
Public Finance Authority
The chair recognized Representative McClendon to lay out the
recommendations.
Representative McClendon moved the adoption of the Public
Finance Authority building blocks and Method of Finance as
recommended by the subcommittee and directed LBB staff to
integrate the building blocks and the Method of Finance into the
bill pattern. Representative McClendon further moved to adopt
the changes to performance measures, FTE levels for fiscal years
2004-2005, exempt salary levels as indicated in the report or in

The chair recognized Representative McClendon to lay out the

Representative McClendon moved the adoption of the building

Method of Finance into the bill pattern. Representative
McClendon further moved to adopt the changes to performance
measures as laid out by the subcommittee, FTE levels for fiscal

Building and Procurement Commission and Lease Payments
The chair recognized Representative Hamric to lay out the
recommendations.
Representative Hamric moved the adoption of the Building and
Procurement Commission building blocks and Method of Finance as
recommended by the subcommittee and directed LBB staff to
integrate the building blocks and the Method of Finance into the
bill pattern. Representative Hamric further moved to adopt the
changes to performance measures, FTE levels for fiscal years
2004-2005, exempt salary levels as indicated in the report or in
the draft LBE and riders as laid out and amended. Without
objection, the motion was adopted.
Representative Hamric moved the adoption of the Lease Payments
building blocks and Method of Finance as recommended by the
subcommittee and directed LBB staff to integrate the building
blocks and the Method of Finance into the bill pattern. Without
objection, the motion was adopted.
Incentive and Productivity Commission
The chair recognized Representative Isett to lay out the
recommendations.
Representative Isett moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Isett
further moved to adopt the performance measures, FTE levels for
fiscal years 2004-2005, exempt salary levels listed in the
House Committee on Appropriations

riders as laid out. Without objection, the motion was adopted.
Lease Payments
The chair moved to reconsider the adoption of the motion for the
budget on Lease Payments. The chair moved to adopt corrections
to the Method of Finance. Without objection, the motion was
adopted.
Office of the Governor
The chair recognized Representative McClendon to lay out the
recommendations.
Representative McClendon moved the adoption of the building
blocks and Method of Finance as recommended by the subcommittee
and directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative
McClendon further moved to adopt the changes to performance
measures, FTE levels for fiscal years 2004-2005, and exempt
salary levels in the report or as indicated in the draft LBE.
Without objection, the motion was adopted.
Trusteed Programs-Office of the Governor
The chair recognized Representative McClendon to lay out the
recommendations.
Representative McClendon moved the adoption of the building
blocks and Method of Finance as recommended by the subcommittee
and directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative
McClendon further moved to adopt the changes to performance
measures, FTE levels for fiscal years 2004-2005, exempt salary
levels listed in the report and/or in the draft LBE and riders
as laid out and read. Without objection, the motion was
adopted.
At 6:56 p.m., on the motion of the chair and without objection,
