Pursuant to a notice posted on March 3, 2003, and revised on
March 5, 2003, and March 7, 2003, the House Committee on
Appropriations met in a public hearing and was called to order
by the chair, Representative Heflin, at 7:12 a.m.
The roll was answered as follows:

Railroad Commission
The chair recognized Representative Hamric to lay out the
recommendations.

Representative Hamric moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Hamric
further moved to adopt the changes to performance measures as
amended, FTE levels for fiscal years 2004-2005, exempt salary
levels as indicated in the report or in the draft LBE and riders
as laid out. Without objection, the motion was adopted.
Texas Aerospace Commission
The chair recognized Representative Isett to lay out the
recommendations.
Representative Isett moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Isett
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, exempt salary levels listed
in the report or in the draft LBE and riders as laid out.
Without objection, the motion was adopted.
Department of Economic Development
The chair recognized Representative Isett to lay out the
recommendations.

further moved to adopt the changes to performance measures, FTE

out and amended. Without objection, the motion was adopted.

River Compact Commissions
The chair recognized Representative Pickett to lay out the
recommendations.
Representative Pickett moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Pickett
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, and exempt salary levels as
indicated in the report or in the draft LBE. Without objection,
the motion was adopted.
Animal Health Commission
The chair recognized Representative Crownover to lay out the
recommendations.
Representative Crownover moved the adoption of the building
blocks and Method of Finance as recommended by the subcommittee
and directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative
Crownover further moved to adopt the changes to performance
measures, FTE levels for fiscal years 2004-2005, exempt salary

Texas Council on Environmental Technology
The chair recognized Representative Crownover to lay out the
recommendations.

Crownover further moved to adopt the changes to performance

Texas Commission on Environmental Quality
The chair recognized Representative Crownover to lay out the
recommendations.

The chair recognized Representative Isett to lay out the
recommendations.

riders for the Soil and Water Conservation Board.
Representative Pickett moved the adoption of the riders.
Without objection, the motion was adopted.
At 1:30 p.m., on the motion of the chair and without objection,
the meeting was adjourned until 8:00 a.m., March 10, 2003.
