Pursuant to a notice posted on March 7, 2003, and revised on
March 10, 2003, and March 11, 2003, the House Committee on
Appropriations met in a public hearing and was called to order
by the chair, Representative Heflin, at 8:07 a.m.

At 9:59 a.m., on the motion of the chair and without objection,
the meeting was recessed until the adjournment of the House,

The committee reconvened at 12:00 p.m. and was called to order
by the chair, Representative Heflin. The roll was answered as

The chair recognized Representative Pitts to lay out the
recommendations.

Representative Pitts moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Pitts
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, exempt salary levels as
indicated in the report or in the draft LBE and riders as laid
out. Without objection, the motion was adopted.
Higher Education Group Insurance Contributions
The chair recognized Representative Gutierrez to lay out the
recommendations.

recommendations.
Representative Gutierrez moved to adopt the Special Provisions
Relating Only to State Agencies and Institutions of Higher
Education as laid out and directed LBB to integrate the riders
into the bill pattern. Without objection, the motion was
adopted.
Special Provisions for the Texas School for the Blind and
Visually Impaired and the Texas School for the Deaf
The chair recognized Representative Fred Brown to lay out the
recommendations.
Representative Fred Brown moved to adopt the Special Provisions
for the Texas School for the Blind and Visually Impaired and the
Texas School for the Deaf as laid out and amended and directed
LBB to integrate the riders into the bill pattern. Without
objection, the motion was adopted.
At 1:49 p.m., on the motion of the chair and without objection,
the meeting was adjourned until 1:00 p.m., March 14, 2003.
