Pursuant to a notice posted on March 14, 2003, and revised twice
on March 18, 2003, the House Committee on Appropriations met in
a public hearing and was called to order by the chair,
Representative Heflin, at 8:10 a.m.
The roll was answered as follows:
Present: Representatives Heflin; Luna; Berman; Branch; Brown,
Betty; Brown, Fred; Crownover; Davis, John; Deshotel;
Ellis; Hope; Hupp; Isett; Jones, Elizabeth; McClendon;
Pickett; Pitts; Solis; Stick; Wohlgemuth (20).
Absent: Representatives Dukes; Eiland; Gutierrez; Hamric;
Kolkhorst; Menendez; Raymond; Truitt; Turner (9).
A quorum was present.

Testimony was taken. (See attached witness list.)
Representative Elizabeth Jones moved to amend the budget of the
Department of Licensing & Regulation by adopting changes to
performance measures and riders as laid out. Without objection,
the motion was adopted.
Representative Raymond moved to restore the funding for the
budget of the Credit Union Department as recommended by the
subcommittee to the 2002-03 baseline amount by adding the
appropriate strategy amount and integrating the revised method
of financing. Representative Raymond further moved to adopt
changes to performance measures and FTE levels for fiscal years
2004-2005. Representative Raymond further moved to direct LBB
staff to develop the appropriate riders in order to incorporate
this motion into the budget of the Credit Union Department.
Without objection, the motion was adopted.

Representative Raymond moved to amend the budget of the Office
of Consumer Credit Commissioner to the 2002-03 baseline amount,
and directed LBB staff to develop a rider to incorporate the
motion into the budget. Without objection, the motion was
adopted.
Representative Raymond moved to adopt the Regulatory Response
riders and accompanying riders laid out for the Department of
Banking, Savings and Loan Department, Credit Union Department,
Office of Consumer Credit Commissioner. Without objection, the
motion was adopted
Representative Raymond moved to add the amounts as laid out to
the budget of the Savings and Loan Department in the appropriate
strategy and integrate the revised Method of Finance. Without
objection, the motion was adopted.
Representative Raymond moved to add the amounts as laid out to
the budget of the Credit Union Department in the appropriate
strategy and integrate the revised Method of Finance. Without
objection, the motion was adopted.
Representative Raymond moved to add the amounts as laid out to
the budget of the Office of Consumer Credit Commissioner in the
appropriate strategy and integrate the revised Method of
Finance. Representative Raymond further moved to direct LBB to
develop the appropriate riders in order to incorporate this
motion into the budget of the Office of the Consumer Credit
Commissioner. Without objection, the motion was adopted.
Representative Raymond moved to add the amounts as laid out to
the budget of the Office of Consumer Credit Commissioner in the
area of Motor Vehicle Sales Finance Enforcement into the
appropriate strategy and integrate the revised Method of
Financing. Representative Raymond further moved to direct LBB
to make corrections to the Method of Finance as laid out.
Without objection, the motion was adopted.
Representative Pickett moved to amend the General Land Office
and Veterans' Land Board budget by adopting the changes to
performance measures as laid out. Representative Pickett
further moved to amend the Trusteed Programs within the General
Land Office budget by adopting changes to performance measures
and riders as laid out and amended. Without objection, the
motion was adopted.
Representative Pickett moved to amend the Railroad Commission
budget by adopting the FTE levels for 2004-2005 as laid out.
Without objection, the motion was adopted.
Representative Pickett moved to amend the budget of the Soil and
Water Conservation Board by adopting the performance measures as
laid out and amended. Representative Pickett further moved to
adopt technical corrections as laid out. Without objection, the
motion was adopted.
Representative Pickett moved to amend the Texas River Compact
Commissions budget by adopting the explanatory language as laid
out. Without objection, the motion was adopted
Representative Pickett moved to amend the Secretary of State
budget by adopting changes to performance measures as laid out.
Without objection, the motion was adopted.

Representative Pickett moved to amend the Texas Building and
Procurement Commission budget by adopting revisions to
performance measures, riders and to reduce the General Revenue
amounts as laid out to the appropriate strategies and Method of
Finance.
Representative Pickett moved to amend the budget for the Texas
Ethics Commission by adopting the changes to performance
measures as laid out. Without objection, the motion was
adopted.

Representative Pickett moved to amend the Texas Historical
Commission budget by adopting the changes to performance
measures as laid out. Without objection, the motion was
adopted.
Representative Pickett moved to amend the budget of the Texas
Incentive and Productivity Commission by adopting the changes to
performance measures as laid out. Without objection, the motion
was adopted.
Representative Pickett moved to amend the budget of the
Comptroller of Public Accounts by making the additions and
changes to performance measures as laid out. Without objection,
the motion was adopted.
Representative Pickett moved to amend the budget of the Fiscal
Programs-Comptroller of Public Accounts by the additional and/or
changes to performance measures as laid out. Without objection,
the motion was adopted.
Representative Pickett moved to amend the budget of the Workers'
Compensation Payments with the technical changes as laid out.
Without objection, the motion was adopted
Representative Pickett moved to amend the budget of the
Commission on Environmental Quality by adopting changes to
performance measures as laid out. Without objection, the motion
was adopted.
Representative Pickett moved to amend the budget for the
Veterans Commission by adopting the changes to performance
measures as laid out. Without objection, the motion was
adopted.
Representative Pickett moved to adopt the Unexpended Balances
Within Biennium rider as laid out for the Office of the
Governor. Without objection, the motion was adopted.
Representative Pickett moved to adopt the riders as laid out for

the budget of the Comptroller of Public Accounts. Without
objection, the motion was adopted.
Representative Pickett moved to amend the Commission on State
Emergency Communications budget by adopting the amended Councils
of Government rider. Without objection, the motion was adopted.
Representative Pickett moved to amend the budget of the Texas
Incentive and Productivity Commission by adopting the revisions
to the Incentive and Productivity rider as laid out. Without
objection, the motion was adopted.
Representative Pickett moved to amend the Texas Commission on
Environmental Quality budget by adopting the Appropriation:
Administration Costs for Texas River Compact Commissions rider
as laid out. Without objection, the motion was adopted.

Representative Hamric moved to amend the Department of
Transportation budget by changing the amounts in the Building
Blocks as laid out and adopting riders as presented.
Representative Hamric further moved to direct funds to the
agency's budget and instruct LBB staff to develop a strategy for
the revenue added to be shown.
Representative Raymond moved to amend the Credit Union
Department budget by adopting the technical correction and
changing the FTE Cap as laid out. Without objection, the motion
was adopted.
At 9:57 a.m., on the motion of the chair and without objection,
the meeting was recessed subject to the call of the chair.
The committee reconvened at 3:13 p.m. on March 21, 2003, and was
called to order by the chair, Representative Heflin. The roll
was answered as follows:
