Pursuant to a notice posted on March 19, 2003, and revised on
March 21, 2003, the House Committee on Appropriations met in a
public hearing and was called to order by the chair,
Representative Heflin, at 8:08 a.m.
The roll was answered as follows:

Fred; Crownover; Davis, John; Deshotel; Ellis;
Gutierrez; Hamric; Hope; Hupp; Jones, Elizabeth;

Absent: Representatives Luna; Branch; Dukes; Eiland; Isett;
Kolkhorst; Menendez; Raymond; Solis; Turner (10).
A quorum was present.

Employees Retirement System
Representative McClendon moved the adoption of the building
blocks and Method of Finance as recommended by the subcommittee
and directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative
McClendon further moved to adopt the changes to performance
measures, FTE levels for fiscal years 2004-2005, exempt salary
levels as indicated in the report or in the draft LBE and riders
as laid out. Without objection, the motion was adopted.
Public Finance Authority
Representative McClendon moved the adoption of the building
blocks and Method of Finance as recommended by the subcommittee
and directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative
McClendon further moved to adopt the changes to performance
measures, FTE levels for fiscal years 2004-2005, exempt salary
levels as indicated in the report or in the draft LBE and riders
as laid out. Without objection, the motion was adopted.
Water Development Board
(Representative Eiland now present.)
Representative Hamric moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Hamric
further moved to adopt the changes to performance measures, FTE
levels for fiscal years 2004-2005, exempt salary levels as
indicated in the report or in the draft LBE and riders as laid
out. Without objection, the motion was adopted.
Debt Service Payments for G.O. Water Bonds
Representative Hamric moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Hamric
further moved to adopt riders as laid out. Without objection,
the motion was adopted.
G.O. Bond Debt Service Payments
Representative Pickett moved the adoption of the building blocks
and Method of Finance as recommended by the subcommittee and
directed LBB staff to integrate the building blocks and the
Method of Finance into the bill pattern. Representative Pickett
further moved to adopt the rider as laid out. Without
objection, the motion was adopted.
Department of Transportation
(Representative Menendez now present.)
Representative Hamric moved the adoption of the adjusted
building block for the budget of the Department of
Transportation and instructed LBB staff to adjust the changes to
the building block as laid out. Representative Hamric further
moved to adopt technical changes to riders as laid out. Without
objection, the motion was adopted.
At 8:40 a.m., on the motion of the chair and without objection,
the meeting was adjourned until 8:00 a.m., March 25, 2003.
