         Pursuant to a notice posted on March 21, 2003, and revised twice  
         on March 26, 2003, the House Committee on Appropriations met in  
         a public hearing and was called to order by the chair,  
         Representative Heflin, at 8:08 a.m. 
          
         The roll was answered as follows:

         A quorum was present.

         Representative Pitts moved to adopt technical corrections as  
         laid out for the budget of the Texas Engineering Experiment  
         Station.  Without objection, the motion was adopted. 
          
         Representative Pitts moved to adopt technical corrections as  
         laid out for the budget of Angelo State University.  Without  
         objection, the motion was adopted. 
          
         (Representative Hupp now present.)(Representative Luna now  
         present.)(Representative McClendon now present.) 
          
         Representative Gutierrez moved to adopt the recommendations as  
         laid out and amended for the budget of the Telecommunications  
         Infrastructure Fund Board.  Representative Gutierrez further  
         moved to adopt performance measures, FTE levels, and riders as  
         laid out and amended.  Without Objection, the motion was  
         adopted. 
          
         Representative Pitts moved to adopt the riders as laid out and  
         amended for the budget of the Texas Education Agency and the  
         budget for the State Board for Educator Certification.  Without  
         objection, the motion was adopted.  
          
         At 8:59 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the House,  
         March 27, 2003. 
          
         The committee reconvened at 8:07 a.m., on Friday, March 28,  
         2003, and was called to order by the chair, Representative  
  
         Heflin. The roll was answered as follows:
