         Pursuant to a notice posted on February 7, 2003, and revised on  
         February 12, 2003, and February 13, 2003, the House Committee on  
         Appropriations-S/C on Education met in a public hearing and was  
         called to order by the chair, Representative Pitts, at 7:02 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Pitts; Branch; Brown, Fred; Deshotel  
                   (4). 
          
         Absent:   Representatives Gutierrez; Menendez (2). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Menendez now present.) 
          
         At 11:32 a.m., on the motion of the chair and without objection,  
         the meeting was recessed for a 10 minute break. 
          
         The committee reconvened at 11:47 a.m. and was called to order  
         by the chair, Representative Pitts. The roll was answered as  
         follows: 
          
         Present:  Representatives Pitts; Branch; Brown, Fred; Deshotel;  
                   Menendez (5). 
          
         Absent:   Representative Gutierrez (1). 
          
         A quorum was present.

         At 12:47 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned until 7:00 a.m., February 17, 2003.
