         Pursuant to a notice posted on February 21, 2003, and revised on  
         February 27, 2003, the House Committee on Appropriations-S/C on  
         Education met in a joint public hearing with the S/C on General  
         Government and was called to order by the chair, Representative  
         Pitts, at 8:14 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Pitts; Branch; Brown, Fred; Deshotel;  
                   Gutierrez; Menendez (6). 
          
         Absent:   None (0). 
                              
         A quorum was present. 
          
         (General Government S/C chair, Representative Pickett in chair.)

         At 9:00 a.m., on the motion of the chair and without objection,  
         the meeting was recessed for a 30 minute break. 
          
         The committee reconvened at 9:45 a.m. and was called to order by  
         the chair, Representative Pitts. The roll was answered as  
         follows:

                   Gutierrez; Menendez (6). 
          
         Absent:   None (0).
