         Pursuant to a notice posted on March 25, 2004, the House  
         Committee on Appropriations, Subcommittee on Health and Human  
         Services, met in a public hearing to discuss Interim Charge #2,  
         Budget Oversight, and was called to order by the acting chair,  
         Representative Davis, John, at 10:11 a.m. 
          
         Present:  Representatives Davis, John; Eiland; Hupp; Truitt (4). 
          
         Absent:   Representatives Dukes; Wohlgemuth (2). 
          
         A quorum was present.     
                    
         At 12:23 p.m., on the motion of the acting chair and without  
         objection, the meeting was recessed until 1:30 p.m., March 30,  
         2004. 
          
         The committee reconvened at 1:43 p.m. and was called to order by  
         the acting chair, Representative Davis, John. The roll was  
         answered as follows:

         Absent:   Representatives Dukes; Wohlgemuth (2). 
          
         A quorum was present.          
               
         At 7:00 p.m., on the motion of the acting chair and without
