         Pursuant to a notice posted on February 14, 2003, revised on  
         February 18, 2003, and February 19, 2003, the House Committee on  
         Appropriations-S/C on Criminal Justice met in a public hearing  
         and was called to order by the chair, Representative Turner, at  
         9:15 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Turner; Berman; Ellis; Stick (4). 
          
         Absent:   Representative Kolkhorst (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.)

         At 9:58 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until the adjournment of the House,  
         February 20, 2003. 
          
         The committee reconvened at 11:16 a.m. and was called to order  
         by the chair, Representative Turner. The roll was answered as  
         follows: 
          
         Present:  Representatives Turner; Berman; Ellis; Kolkhorst (4). 
          
         Absent:   Representative Stick (1). 
          
         A quorum was present. 
          
         Testimony was taken.  (See attached witness list.)

         At 1:15 p.m., on the motion of the chair and without objection,  
         the meeting was recessed until 2:15 p.m., February 20, 2003. 
          
         The committee reconvened at 2:35 p.m. and was called to order by  
         the chair, Representative Turner. The roll was answered as  
         follows: 
          
         Present:  Representatives Turner; Berman; Ellis; Kolkhorst;  
                   Stick (5). 
          
         Absent:   None (0). 
          
         A quorum was present.

         At 6:24 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned until 8:00 a.m., February 21, 2003 for  
         a formal meeting.
