Pursuant to a notice posted on March 28, 2003, the House
Committee on Border and International Affairs met in a public
hearing and was called to order by the chair, Representative
Chavez, at 8:10 a.m.
The roll was answered as follows:
Present: Representatives Chavez; Griggs; Canales; Castro;
Merritt; (5).
Absent: Representative Riddle (1).
A quorum was present.
The committee heard invited testimony. (See attached witness
list.)
HB 1263
The chair laid out HB 1263. The chair recognized Representative
Alonzo to explain the measure.
Testimony was taken. (See attached witness list.) The chair
recognized Representative Alonzo to close on the measure.
Representative Griggs moved that HB 1263, without amendments, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
Ayes: Representatives Chavez; Griggs; Canales;
Castro; Merritt (5).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representative Riddle (1).
At 9:40 a.m., on the motion of the chair and without objection,
the meeting was recessed until adjournment of the full House.
The committee reconvened at 2:50 p.m. and was called to order by
the chair, Representative Chavez. The roll was answered as
follows:
Present: Representatives Chavez; Griggs; Canales; Castro;
Merritt; (5).
Absent: Representative Riddle (1).
A quorum was present.

HCR 151
The chair laid out HCR 151. The chair recognized Representative
Ch vez to explain the measure. Representative Canales offered an
amendment to the measure. The amendment was adopted without
objection. Testimony was taken. (See attached witness list.)
The chair recognized Representative Ch vez to close on the
measure.
Representative Canales moved that HCR 151, as amended, be
reported favorably to the full house with the recommendation
that it do pass and be printed and be sent to the Committee on
Local and Consent Calendars. The motion prevailed by the
following record vote:

Castro; Merritt (5).
Nays: None (0).

The chair laid out HB 2975. The chair recognized Representative
Ch vez to explain the measure.
Representative Canales offered a complete committee substitute.
The committee substitute was adopted without objection.

reported favorably to the full house with the recommendation
