         Pursuant to an announcement from the house floor on April 3,  
         2003, the House Committee on Border and International Affairs  
         met in a formal meeting and was called to order by the chair,  
         Representative Chavez, at 12:15 p.m. 
          
         The roll was answered as follows:

                   Merritt (5). 
          
         Absent:   Representative Riddle (1). 
          
         A quorum was present.

         Representative Griggs moved to reconsider the vote by which the  
         measure was reported from committee. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Chavez; Griggs; Canales;  
                             Castro; Merritt (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representative Riddle  (1).  
           
         The committee substitute was withdrawn without objection. The  
         bill was left pending without objection. At 12:25 p.m., on the  
         motion of the chair and without objection, the meeting was  
         adjourned subject to the call of the chair.
