Absent: Representative Merritt (1). A quorum was present. The chair moved to reconsider the vote by which SB 963 was reported to General Calendars. Absent: Representative Merritt (1). The committee substitute was before the committee. The committee substitute was withdrawn without objection. Representative Chavez offered a second complete committee substitute. The committee substitute was adopted without objection. Representative Castro moved that SB 963, as substituted, be reported favorably to the full house with the recommendation that it do pass and be printed.
