         Pursuant to a notice posted on June 30, 2003, the House  
         Committee on Redistricting met in a public hearing and was  
         called to order by the chair, Representative Crabb, at 2:16 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Crabb; Villarreal; Flores; Grusendorf;  
                   Krusee; Marchant; McClendon; Morrison; Raymond; Wilson  
                   (10). 
          
         Absent:   Representatives Isett; King; Luna; Pitts; Talton (5). 
          
         A quorum was present. 
          
         (Representative Luna now present.) 
          
         Chairman Crabb made a statement that no substitute was ready at  
         this time, but one should be ready later in the evening.   
         Chairman Crabb announced his intention to stand at ease until 7  
         p.m. 
          
         The committee stood at ease beginning at 2:21 p.m. 
          
         The committee changed rooms to the Auditorium, Capitol Extension  
         E1.004, to accommodate the crowd.  Notice was posted on the  
         doors of E2.036. 
          
         The committee returned to order at 8:14 p.m.

         The chair laid out HB 3. 
          
         Representative King offered a complete committee substitute and  
         explained the measure.

         Representative Raymond asked to be recognized for a motion that  
         any congressional redistricting bill passed be in full  
         compliance with the recent U.S. Supreme Court decision, Georgia  
         v. Ashcroft. 
          
         The chairman declined to recognize Representative Raymond for  
         this motion. 
          
         The chair recognized Representative King to close on the  
         measure.  
          
         The committee substitute was withdrawn without objection. 
          
         The bill was left pending without objection.  
          
         At 4:42 a.m., on the motion of the chair and without objection,  
         the meeting was recessed until 2:00 p.m., July 2, 2003, in the  
         Auditorium, Capitol Extension E1.004.
