         Pursuant to a notice posted on May 15, 2003 and a suspension of  
         the five-day posting rule to add SB 1093 and SB 1678, the House  
         Committee on Corrections met in a public hearing and was called  
         to order by the chair, Representative Allen, at 8:34 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Allen; Hopson; Alonzo; Haggerty; Mabry  
                   (5). 
          
         Absent:   Representatives Stick; Farrar (2). 
          
         A quorum was present. 
          
         SB 1834 
          
         The chair laid out SB 1834. 
          
         The chair recognized Representative Hope to explain the measure.  
          
         Testimony was taken.  (See attached witness list.) 
          
         (Representative Stick now present.) 
          
         The chair recognized Representative Hope to close on the  
         measure.  
          
         Representative Hopson moved that SB 1834, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Allen; Hopson; Stick;  
                             Alonzo; Haggerty; Mabry (6).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representative Farrar  (1).

         The chair laid out SB 1093. 
          
         The chair recognized Representative Allen to explain the

         Representative Stick moved that SB 1093, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the

                             Haggerty; Mabry (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         SB 1678 
          
         The chair laid out SB 1678. 
          
         The chair recognized Representative Allen to explain the  
         measure.  
          
         Representative Allen offered a complete committee substitute.

         The committee substitute was adopted without objection. 
          
         The chair recognized Representative Allen to close on the  
         measure.  
          
         Representative Stick moved that SB 1678, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion failed by the  
         following record vote:  
          
         Ayes:               Representatives Allen; Hopson; Stick (3).  
           
         Nays:               Representatives Alonzo; Haggerty; Mabry (3).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representative Farrar  (1).  
           
         There being a tie vote, the measure was reported with no  
         recommendation.
