The House Committee on Criminal Jurisprudence 
         78th Legislature

         Pursuant to a notice posted on March 3, 2004, the House  
         Committee on Criminal Jurisprudence met in a public hearing and  
         was called to order by the chair, Representative Keel, at 10:39  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Keel; Riddle; Ellis, Dan; Denny; Hodge  
                   (5). 
          
         Absent:   Representatives Dunnam; Moreno, Paul; Pena; Talton  
                   (4). 
          
         A quorum was present. 
          
         The chair announced the creation of the subcommittee on the  
         Crime Victims Compensation Fund. The membership is as follows:   
         Representative Keel, Chair; Representatives Denny; Pena; Riddle;  
         and Talton. 
          
         The subcommittee will review the Fund and in particular evaluate  
         whether there has been possible diversion of funds from crime  
         victims as a result of prior legislation and whether the Fund  
         meets the objectives of its authorizing legislation.  
          
         Began work on interim charge #2: Review criminal laws and  
         procedures relating to the substantive and procedural rights of  
         defendants in proceedings before the Board of Pardons and  
         Paroles. 
          
         Testimony was taken.  (See attached witness list.) 
          
         At 1:50 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
