Pursuant to an announcement from the house floor on April 25,
2003, the House Committee on Elections met in a formal meeting
and was called to order by the chair, Representative Denny, at
11:36 a.m.
The roll was answered as follows:

Harper-Brown (5).
Absent: Representatives Coleman; Uresti (2).
A quorum was present.

The chair recalled HB 266 from subcommittee.
Representative Denny offered a complete committee substitute.
The committee substitute was adopted without objection.
Representative Harper-Brown moved that HB 266, as substituted,
be reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:

Harper-Brown (4).
Nays: Representative Howard (1).
