         Pursuant to a notice posted on March 7, 2003, the House  
         Committee on Energy Resources met in a public hearing and was  
         called to order by the chair, Representative West, George  
         "Buddy", at 8:10 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives West, George "Buddy"; Farabee;  
                   Canales; Crabb; Keffer, Bill (5). 
          
         Absent:   Representatives Jones, Elizabeth; Delisi (2). 
          
         A quorum was present. 
                                   
         Chairman West made opening remarks.

         Commissioner Charles Matthews provided a presentation to the  
         committee.

         (Representative Farabee in chair.) The chair laid out HB 1193. 
          
         The chair recognized Representative West, George "Buddy" to  
         explain the measure.  
          
         The chair recognized Representative West, George "Buddy" to  
         close on the measure.  
          
         Representative Canales moved that HB 1193, without amendments,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives West, George "Buddy";  
                             Farabee; Jones, Elizabeth; Canales; Crabb;  
                             Keffer, Bill (6).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).
