         Pursuant to a notice posted on February 18, 2003, revised  
         February 19, 2003, the House Committee on Environmental  
         Regulation met in a public hearing and was called to order by  
         the chair, Representative Bonnen, at 2:03 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bonnen; Crownover; Chisum; Smith,  
                   Wayne; West, George "Buddy" (5). 
          
         Absent:   Representatives Kuempel; Flores (2). 
          
         A quorum was present. 
          
         (Representative Flores now present.)(Representative Kuempel now  
         present.) 
          
         Testimony was taken.   (See attached witness list.) 
          
         At 2:32 p.m., on the motion of Representative Smith, Wayne and  
         without objection, the meeting was adjourned subject to the call  
         of the chair.
