Pursuant to an announcement from the house floor on March 5,
2003, the House Committee on Environmental Regulation met in a
formal meeting and was called to order by the chair,
Representative Bonnen, at 11:19 a.m.
The roll was answered as follows:

West, George "Buddy" (5).
Absent: Representatives Crownover; Flores (2).
A quorum was present.

The chair laid out HB 43 as pending business.
The chair recognized Representative Chisum to explain the
measure.
The chair recognized Representative Chisum to close on the
measure.
Representative Kuempel moved that HB 43, without amendments, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed by the
following record vote:
Ayes: Representatives Bonnen; Kuempel; Crownover;
Chisum; Smith, Wayne; West, George "Buddy"
(6).
Nays: None (0).
Present, Not Voting: None (0).
Absent: Representative Flores (1).
HB 44
The chair laid out HB 44 as pending business.
The chair recognized Representative Chisum to explain the
measure.
The chair recognized Representative Chisum to close on the
measure.
Representative Smith, Wayne moved that HB 44, without
amendments, be reported favorably to the full house with the
recommendation that it do pass and be printed. The motion
prevailed by the following record vote:

Chisum; Smith, Wayne; West, George "Buddy"

The chair laid out HB 555 as pending business.

measure.
Representative Crownover offered a complete committee
substitute.
The committee substitute was adopted without objection.
The chair recognized Representative Chisum to close on the
measure.
Representative West, George "Buddy" moved that HB 555, as
substituted, be reported favorably to the full house with the
recommendation that it do pass and be printed. The motion
prevailed by the following record vote:
