         Pursuant to an announcement from the house floor on April 28,  
         2003, the House Committee on Environmental Regulation met in a  
         formal meeting and was called to order by the chair,  
         Representative Bonnen, at 9:04 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bonnen; Chisum; Smith, Wayne; West,  
                   George "Buddy" (4). 
          
         Absent:   Representatives Kuempel; Crownover; Flores (3). 
          
         A quorum was present. 
          
         HB 2963 
          
         The chair moved to reconsider the vote by which the measure was  
         reported from committee. The motion to reconsider prevailed  
         without objection.  
          
         Representative Smith, Wayne moved that HB 2963, as substituted,  
         be reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Bonnen; Chisum; Smith,  
                             Wayne; West, George "Buddy" (4).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Kuempel; Crownover; Flores  (3).  
           
         HB 1960 
          
         The chair laid out HB 1960 as pending business.  
          
         Representative Chisum offered a complete committee substitute.  
          
         Representative Chisum explained the measure.  
         The committee substitute was adopted without objection. 
          
         Representative West, George "Buddy" moved that HB 1960, as  
         substituted, be reported favorably to the full house with the  
         recommendation that it do pass and be printed. The motion  
         prevailed by the following record vote:  
          
         Ayes:               Representatives Bonnen; Chisum; Smith,  
                             Wayne; West, George "Buddy" (4).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         At 9:10 a.m., on the motion of Representative Smith, Wayne and  
         without objection, the meeting was adjourned subject to the call  
         of the chair.
