         Pursuant to an announcement from the house floor on April 30,  
         2003, the House Committee on Environmental Regulation met in a  
         formal meeting and was called to order by the chair,  
         Representative Bonnen, at 11:09 p.m. 
          
         The roll was answered as follows:

                   George "Buddy" (4). 
          
         Absent:   Representatives Kuempel; Chisum; Flores (3). 
          
         A quorum was present.

         The chair laid out HB 3157 as pending business.  
          
         Representative Smith, Wayne offered a complete committee  
         substitute.  
          
         (Representative Chisum now present.) 
          
         The Chair explained the measure 
          
         The committee substitute was adopted without objection. 
          
         Representative Chisum moved that HB 3157, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Bonnen; Crownover; Chisum;  
                             Smith, Wayne; West, George "Buddy" (5).  
           
         Nays:               None (0).
