         Pursuant to a notice posted on July 3, 2003, the House Committee  
         on Environmental Regulation met in a public hearing and was  
         called to order by the chair, Representative Bonnen, at 8:02  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bonnen; Kuempel; Crownover; Chisum;  
                   Smith, Wayne; West, George "Buddy" (6). 
          
         Absent:   Representative Flores (1). 
          
         A quorum was present. 
          
         HB 21, HB 73 
          
         The chair laid out HB 21, HB 73. 
          
         The chair recognized Representative Chisum to explain HB 21. 
          
         Representative Chisum offered a complete committee substitute.  
          
         The chair explained HB 73.  
          
         Testimony was taken.  (See attached witness list.) 
          
         The committee substitute to HB 21 was withdrawn without  
         objection. 
          
         HB 21 and HB 73 were left pending without objection.  
          
         At 10:50 a.m., on the motion of Representative Crownover and  
         without objection, the meeting was adjourned subject to the call  
         of the chair.
