         Pursuant to a notice posted on July 15, 2003, the House  
         Committee on Environmental Regulation met in a formal meeting  
         and was called to order by the acting chair, Representative  
         Kuempel at 3:05 p.m. 
          
         The roll was answered as follows:

         A quorum was present.

         The chair laid out HB 110. 
          
         The chair recognized Representative Chisum to explain the  
         measure.  
          
         Representative West, George "Buddy" moved that HB 110, without  
         amendments, be reported favorably to the full house with the  
         recommendation that it do pass and be printed. The motion  
         prevailed by the following record vote:  
          
         Ayes:               Representatives Kuempel; Crownover; Chisum;  
                             Smith, Wayne; West, George "Buddy" (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).

         The chair laid out HB 112. 
          
         The chair recognized Representative Smith, Wayne to explain the  
         measure.  
         Representative Chisum offered a complete committee substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Crownover moved that HB 112, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the
