         Pursuant to a notice posted on August 31, 2004, the House  
         Committee on Environmental Regulation met in a public hearing  
         and was called to order by the chair, Representative Bonnen, at  
         10:13 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bonnen; Kuempel; Crownover; Smith,  
                   Wayne (4). 
          
         Absent:   Representatives Chisum; Flores; West, George "Buddy"  
                   (3). 
          
         A quorum was present. 
          
         Interim Charge #3 
         Monitor the implementation of HB 1365 (78th Legislature), Texas  
         Emission Reduction Plan, to ensure compliance with federal Clean  
         Air Act standards and deadlines. 
          
         Interim Charge #4 
         Monitor the agencies under the committee's jurisdiction.

         Testimony was taken.  (See attached witness list.) 
          
         At 1:35 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
