Pursuant to an announcement from the house floor on April 16,
2003, the House Committee on Ethics, Select met in a formal
meeting and was called to order by the chair, Representative
Wolens, at 1:25 a.m.
The roll was answered as follows:
Present: Representatives Wolens; Dukes; Denny; Gallego; Hope;
Kolkhorst (6).
Absent: Representative Isett (1).
A quorum was present.
HB 1606
The chair laid out HB 1606 as pending business.
Representative Denny offered a complete committee substitute.
Representative Gallego offered an amendment (No. 1) to the
committee substitute.
The amendment was adopted without objection.
Representative Gallego offered an amendment (No. 2) to the
committee substitute.
The amendment was adopted without objection.
Representative Gallego offered an amendment (No. 3) to the
committee substitute.
The amendment was adopted without objection.
The committee substitute, as amended, was adopted by the
following record vote:
Ayes: Representatives Wolens; Dukes; Denny;
Gallego; Kolkhorst (5).
Nays: None (0).
Present, Not Voting: Representative Hope (1).
Absent: Representative Isett (1).
Representative Gallego moved to reconsider the vote by which the
committee substitute, as substituted, was adopted. The motion
to reconsider prevailed without objection.
Representative Denny offered the complete committee substitute,
as amended.
Representative Hope offered an amendment (No. 4) to the
committee substitute.
The amendment was adopted by the following record vote:
Ayes: Representatives Dukes; Denny; Gallego; Hope
(4).
Nays: Representatives Wolens; Kolkhorst (2).
Present, Not Voting: None (0).
Absent: Representative Isett (1).
Ms. Denny moved to reconsider the vote by which Mr. Hope's
amendment was adopted. The motion to reconsider prevailed
without objection.
Representative Hope offered Amendment No. 4 to the committee
substitute.

The committee substitute, as amended, was adopted by the
following record vote:

Nays: None (0).
Present, Not Voting: None (0).
Absent: Representative Isett (1).
The chair directed the staff to incorporate the amendments into
a committee substitute.
Representative Gallego moved that HB 1606, as substituted, be
reported favorably to the full house with the recommendation
that it do pass and be printed. The motion prevailed on the
following record vote:
Ayes: Representatives Wolens; Dukes; Denny;
Gallego; Hope; Kolkhorst (6).
Nays: None (0).
