         Pursuant to a notice posted on February 27, 2003, the House  
         Committee on General Investigating met in a public hearing and  
         was called to order by the chair, Representative Bailey, at 8:15  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Bailey; Paxton; Flynn (3). 
          
         Absent:   Representatives Dutton; Keel (2). 
          
         A quorum was present. 
          
         At 8:17 (Representative Keel now present.) 
         At 8:29(Representative Dutton now present.) 
          
         The committee heard testimony from invited witnesses. The  
         Chairman recognized Senator Mario Gallegos. 
         At 10:00 a.m., on the motion of the chair and without objection,  
         the meeting was recessed subject to the call of the chair. The  
         Chairman announced the committee would reconvene 30 minutes  
         after the House adjourned. 
          
         The committee reconvened at 11:54 a.m. and was called to order  
         by the chair, Representative Bailey. The roll was answered as  
         follows: 
          
         Present:  Representatives Bailey; Paxton; Dutton; Flynn; Keel  
                   (5). 
          
         Absent:   None (0). 
          
         A quorum was present. 
          
         The Committee continued to hear from invited witnesses.  
          
         At 3:27 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
