         Pursuant to a notice posted on February 19, 2003, the House  
         Committee on Government Reform met in a public hearing and was  
         called to order by the chair, Representative Swinford, at 8:51  
         a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Swinford; Callegari; Casteel; Cook,  
                   Robby; Smith, Todd (5). 
          
         Absent:   Representatives Gallego; Allen (2). 
          
         A quorum was present.

         At 12:13 p.m., on the motion of Representative Gallego and  
         without objection, the meeting was recessed subject to the call  
         of the chair. 
          
         The committee reconvened at 3:34 p.m. and was called to order by  
         the chair, Representative Swinford. The roll was answered as  
         follows:

                   Robby (4). 
          
         Absent:   Representatives Gallego; Allen; Smith, Todd (3). 
          
         A quorum was present.
