         Pursuant to a notice posted on February 12, 2003, the House  
         Committee on Higher Education met in a public hearing and was  
         called to order by the chair, Representative Morrison, at 4:58  
         p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Morrison; Rangel; Brown, Fred; Chavez;  
                   Giddings; Jones, Jesse; Mercer (7). 
          
         Absent:   Representatives Nixon; Smithee (2). 
          
         A quorum was present. 
          
         The Chair introduced the members of the Committee and gave  
         introductory remarks.

         Testimony was taken on the current status of higher education.   
         (See attached witness list.) 
          
         (Representative Smithee now present.) 
          
         At 6:47 p.m., on the motion of Representative Rangel and without  
         objection, the meeting was adjourned subject to the call of the  
         chair.
