         On March 26, 2003, the Committee on Higher Education authorized  
         the correction of the minutes for the meeting of the House  
         Committee on Higher Education held on March 24, 2003.  The  
         following are the corrected minutes for that meeting: 
          
         Pursuant to a notice posted on March 19, 2003, and revised on  
         March 20, 2003, the House Committee on Higher Education met in a  
         public hearing and was called to order by the chair,  
         Representative Morrison, at 3:19 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Morrison; Brown, Fred; Chavez;  
                   Giddings; Mercer (5). 
          
         Absent:   Representatives Jones, Jesse; Nixon; Smithee (3). 
          
         Representative Irma Rangel passed away March 18, 2003. 
          
         A quorum was present. 
          
         HB1649 
          
         The chair laid out HB1649 as pending business.  
          
         Representative Brown, Fred moved that HB1649, without  
         amendments, be reported favorably to the full house with the  
         recommendation that it do pass and be printed and be sent to the  
         Committee on Local and Consent Calendars. The motion prevailed  
         by the following record vote:  
          
         Ayes:               Representatives Morrison; Brown, Fred;  
                             Chavez; Giddings; Mercer (5).  
           
         Nays:               None (0).
