         Pursuant to an announcement from the house floor on May 6, 2003,  
         the House Committee on Higher Education met in a formal meeting  
         and was called to order by the chair, Representative Morrison,  
         at 11:53 a.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Morrison; Brown, Fred; Goolsby;  
                   Mercer; Nixon (5). 
          
         Absent:   Representatives Chavez; Giddings; Jones, Jesse;  
                   Smithee (4). 
          
         A quorum was present. 
          
         HB268 
          
         The chair laid out HB268 as pending business.  
          
         Representative Brown, Fred offered a complete committee  
         substitute.  
          
         The committee substitute was adopted without objection. 
          
         Representative Brown, Fred moved that HB268, as substituted, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed and be sent to the Committee on  
         Local and Consent Calendars. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Morrison; Brown, Fred;  
                             Goolsby; Mercer; Nixon (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Chavez; Giddings; Jones, Jesse;

         At 11:55 a.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
