         Pursuant to an announcement from the floor on May 22, 2003, the  
         House Committee on Higher Education met in a formal meeting and  
         was called to order by the chair, Representative Morrison, at  
         7:10 p.m. 
          
         The roll was answered as follows: 
          
         Present:  Representatives Morrison; Giddings; Goolsby; Mercer;  
                   Nixon (5). 
          
         Absent:   Representatives Brown, Fred; Chavez; Jones, Jesse;  
                   Smithee (4). 
          
         A quorum was present. 
          
         SB1942 
          
         The chair laid out SB1942. 
          
         The chair moved to reconsider the vote by which SB1942 was  
         reported.  The motion to reconsider prevailed without objection. 
          
         Representative Nixon moved that SB1942, without amendments, be  
         reported favorably to the full house with the recommendation  
         that it do pass and be printed. The motion prevailed by the  
         following record vote:  
          
         Ayes:               Representatives Morrison; Giddings; Goolsby;  
                             Mercer; Nixon (5).  
           
         Nays:               None (0).  
           
         Present, Not Voting:     None  (0).  
           
         Absent:        Representatives Brown, Fred; Chavez; Jones,  
                        Jesse; Smithee  (4).  
           
         At 7:13 p.m., on the motion of the chair and without objection,  
         the meeting was adjourned subject to the call of the chair.
